The County of Santa Clara has contracted with expert consultants, Redistricting Partners to assist with the 2021 redistricting process and to prepare draft maps based on Communities of Interest testimony submitted to the 2021 Advisory Redistricting Commission. To review Communities of Interest submissions, please visit www.sccgov.org/2021redistricting/COI.

Draft Yellow Plan: First Refinement

The Draft Yellow Plan originated from the Unity Mapping Table, who assembled a coalition of organizations and submitted a letter (COI No. 51) and presented to the 2021 Advisory Redistricting Commission on October 20, 2021 (COI No. 108). The Coalition provided information and met with Redistricting Partners to have their proposal developed in Maptitude for continued analysis and adjustments. The Draft Purple Plan originated from maps developed by Commissioners after the first few meetings with communities of interest testimony. Additional versions were submitted and refined after subsequent presentations. Members of the community also began to create adaptations based on the original submissions. DRAFT REDISTRICTING PLANS REVIEWED BY THE BOARD

November 16, 2021

Based on Board direction and discussion, Administration worked with Redistricting Partners to reduce deviations and to amend district boundaries of the three maps above to meet state and federal requirements. To implement the Board's direction, boundaries were adjusted as recommended during public communities of interest testimony, to reflect San José neighborhood boundaries, and to follow natural boundaries such as major roadways.

Draft Yellow Plan: First Refinement

Refinements to the Draft Yellow Plan include reducing the proposed size of District 5. This was achieved by moving the boundary between Districts 1 and 5 north, but Los Gatos and Almaden Valley remained with District 5. Many changes were made to communities of interest to unify them with the districts with similar demographic factors, as conveyed during communities of interest testimony to the 2021 Advisory Redistricting Commission and during the November 2, 2021 special joint meeting of the Commission and the Board.

The Draft Purple Plan has a low total plan deviation, followed natural boundaries, and incorporated communities of interest testimony, limiting adjustments that could be made without splitting cities or communities of interest.

Draft EE 2.0 Plan: First Refinement

Refinements to the EE 2.0 map smoothed out the southern boundaries of the proposed Districts 2 and 4 to follow major roadways and extends the proposed boundary for Districts 3 and 4 to the west of the Norman Y. Mineta San José International Airport.

DRAFT REDISTRICTING PLANS REVIEWED DURING SPECIAL JOINT MEETING

November 2, 2021

On November 2, 2021 the Board of Supervisors and the 2021 Advisory Redistricting Commission held a joint meeting to discuss new County supervisorial district boundaries. The Board voted to advance the draft yellow, purple, and EE 2.0 maps for consideration at its November 16 meeting, and the public hearing will not be heard before 2:00 pm. During the meeting, the Board reviewed the following maps:

The Commissioners Draft Plan was developed based on DistrictR submissions 6408563774, and 62105 and will be reviewed by the 2021 Advisory Redistricting Commission on October 20, 2021 as part of Agenda Item 5, which will not be heard before 7:00 pm.   • A majority-minority Asian-Pacific Islander (API) District 3, with Sunnyvale whole within it (very similar to District 3 in Plan X3)
  • The northern and southern API communities within San José not connected
  • Los Gatos & Monte Sereno moved into District 4, out of the southern district
  • The City of Santa Clara whole
  • Total Draft Plan Deviation – 2.9%

Plan X2 was developed based on feedback from the Commission and the community and will be reviewed by the 2021 Advisory Redistricting Commission on October 20, 2021 as part of Agenda Item 5, which will not be heard before 7:00 pm.   • Los Gatos & Monte Sereno moved into District 4, out of the southern district
  • San José removed from District 5 - the eastern district
  • Koreatown whole with Sunnyvale
  • The northern and southern API communities within San José are not connected
  • District 3 reaches over into Sunnyvale to take in the API community and uses Hwy 101 as the border
  • Uniting Milpitas with Berryessa in District 3
  • Uniting Midtown San José into District 3
  • Uniting Downtown San José in District 3
  • Many of the mobile home parks are in District 2 and 3
  • Total Deviation – 3.4%

Maptitude Unity Draft Plan was developed based on Communities of Interest Testimony Nos. 51 and 52 (https://districtr.org/plan/63279) and will be reviewed by the 22021 Advisory Redistricting Commission on October 20, 2021 as part of Agenda Item 5, which will not be heard before 7:00 pm.   • Uniting Milpitas, Sunnyvale and Berryessa together in District 3, creating a 48.6% Citizen Voting Age Population (CVAP) API seat
  • Uniting the City of Santa Clara with Campbell and western San José
  • Creating a central San José seat in District 2 that’s 41.6% CVAP Latino and 32.4% CVAP API
  • Los Gatos & Monte Sereno moved into District 5 with Palo Alto and Mountain View, out of the southern district
