The County owns and provides to many County employees laptop computers, desktop computers, andlor mobile phones, with audio, image, and video recording capabilities ("County Computers and Mobile Phones"). County employees may employ the audiovisual recording functions for varied County business pu{poses, such as recording public meetings or taking pictures of Department events. Use of any of those audiovisual recording functions may constitute "surveillance" under the County's Surveillance-Technology and Community-Safety Ordinance.
