Our Mission

The Office of the County Executive provides support to the County's Board of Supervisors, the County's various organizations, and to the residents and businesses of the County of Santa Clara. The Office ensures the implementation of legislative mandates and Board policies, while providing analytical support, strategic planning, policy analysis, and budgetary oversight for the County organization. In addition, it seeks to safeguard civil rights, and to educate, inform, and advise both those who administer and those who receive County services.

Executive Leadership

County Executive Officer

Jeffrey V. Smith, M.D., J.D.

Dr. Smith has served as a doctor, lawyer, elected official and an executive manager throughout his esteemed career. Receiving his M.D. from the University of Southern California, School of Medicine, Jeff went on to practice medicine, becoming Chief Medical Officer and Family Practice Residency Director in Contra Costa County Health Services.

Jeff earned his Juris Doctor degree from University of California Berkeley and is a member of the California State Bar. Additionally, Dr. Smith has served as a Contra Costa County Board Supervisor and a Councilmember for the City of Martinez.

As County Executive for the County of Santa Clara, Jeff is committed to providing quality services to our residents and shaping policies that lead to better governance.

Miguel Márquez, M.P.P., J.D.

Miguel Márquez serves as the Chief Operating Officer of the County of Santa Clara. He previously served as an Associate Justice of the California Court of Appeal, and before that as the County Counsel for the County of Santa Clara.

Before coming to Santa Clara County, Miguel served as General Counsel of the San Francisco Unified School District and as a Deputy City Attorney in the San Francisco City Attorney’s Office. He started his public service career as a Deputy County Counsel in San Mateo County.
